Policy Transfer as a source of Government Innovation : Promises and Risks

Abstract

The article analyses the complexities of policy transfer processes as a source of public management innovation. It argues that, while governments might look at international examples to innovate (and thus improve) their policy and public management processes, innovations based in the transfer of other countries' experiences are inevitably linked to a series of cognitive, organizational, and politico-administrative constraints, which should be taken into account.
