Index development of quality care for public investment in CESFAM

Abstract

This study was conducted to collaborate with the Ministry for Social Development and Family Affairs on the elaboration of an indicator to assess healthcare in the context of the array of investment projects at Family Health Centers (CESFAM, by its Spanish acronym). The multicriteria methodology of the Analytical Hierarchy Process (AHP) was used with the professional opinions of six experts who have influenced the decision-making process and was elaborated with indicators related to infrastructure, processes, and outcomes, all of which have high levels of calculation probability. As a result, a five-strategic-criteria indicator was obtained which confirms the relevance that literature assigns to the centers’ resolution capacity and the results obtained by their management to increase their quality. Moreover, the indicator can be used or adapted to assess different types of investments at CESFAMs.
