The present article indicates that the urban development norms, they constitute limitations to the control, that on the matter applies the principle of legal reserve. It is added that the General Finance Office of the Republic is the guarantor of the application of the principle of the legality in urban development matter, through it it Takes of Reason, of its reports and functions inspectivas.
