Abstract

..."as a general framework, I will deal, first, with the grounds that justify the attribution of such powers to the Administration and the need to limit them; then, I will refer to their legal nature, the autonomy of the Sanctioning Administrative Law -branch that studies them- and its border, which represents the concept "administrative sanction", and finally I will address the principles to which the Administration must conform to its exercise, nouns or adjectives -procedural-, expanding, especially, on the latter.
