The registration of sanctioning acts and the preclusion of municipal disciplinary power

Abstract

In the first place, it should be noted that according to the principle of legality, on which our legal system is based and which are enshrined in articles 6 and 7 of the Fundamental Charter, the organs of the State Administration, among which by mandate of article 1 of The Constitutional Organic Law 18,575 of General Bases of the State Administration, are the Municipalities, they must submit their action to the Constitution and the norms dictated in accordance with it, and act validly prior to the regular investiture of their members, within their competence and in the manner prescribed by law.
