Abstract

At the beginning of the 20th century, Chile already has a fully elected bicameral Congress, after trying various formulas during the first years of independent life. The 1833 Constitution established a Congress made up of a Chamber of Deputies and a Senate, as is the case today, not only in Chile but in many of the states with democratic government regimes.
