Abstract

Immediately after the package of constitutional reforms was approved -in August 2005- questions arose that motivated the preparation of this paper: Is the Charter that will govern us from now on a "new" Constitution or a "reformed" Constitution? Do the incorporated reforms "legitimize" the 1980 Charter?
