Abstract

The author states that Law No. 20,050 is the eighteenth reform introduced to the Charter of 1980. However, only the reforms of 1989, the one of 1991, one of 1997 and the one of 2005, fundamentally affect the powers of the central organs of our political system. In that sense, the latter did not affect the presidential predominance, although it did intervene in its powers and status.
