Abstract

Public service, we all know very well, is a classic theme of Administrative Law that served as a cardinal point to explain the very meaning of our discipline. For Duguit and his Bordeaux school, precisely the "Public Service", this constituted the Foundation and limit of sovereignty, the nerve center of Public Law.
