Abstract

For the author, public conduct to generate social development must be based on the ethics of responsibility, to consolidate coexistence in the common good. Ethics is the set of legal rights. of moral convictions and of the institutions in which they are expressed. Legal assets? Security, the presumption of innocence and many others. Moral convictions? God, source of all reason and justice. Institutions? Public powers and social groups.
