Abstract
This work analyzes the cases in which State bodies adopt decisions through draws. For the development of this analysis, specific examples of the use of raffles in national public law are addressed, the regulatory framework that guides this practice and its the legal nature, its foundations and the formal, and substantive requirements, as well as the projections and the implementation of draws in comparative law.
