Abstract

Estuaries are bodies of water whose physical characteristics allow their management to be linked to the regime of national public use goods, such as maritime and lacustrine public domains. Additionally, Law No. 21,202 establishes a legal definition of wetlands applicable to estuaries, while Law No. 21,600 contains specific provisions for inventoried wetlands. Based on this reality and through an analytical-descriptive approach, public powers related to the management of these ecosystems are identified, determining which authority administers each part of the estuary and its competencies, to subsequently propose a systematic interpretation for their proper management and conservation.
