Technocratic constitutionalism in Jorge Alessandri’s constitutional reform project

Abstract

This paper analyzes Jorge Alessandri Rodríguez’s 1964 constitutional reform project, which sought to amend the 1925 Constitution, on the grounds that it did not provid adequate mechanisms to ensure effective governance of the State. It will be demonstrated thah this project has characteristics of technocratic constitutionalism, unprecedented in our constitutional history, as well as evidence that it had an impact on subsequient constitutional reforms, including some principles of the 1980 Constitution.
