This paper seeks to analyze the discoordination between environmental law and urbanistic regulation, following the relationship between the protection of wetlands and building permits. Additionally, it seeks to analyze and critique the state of the jurisprudence which, with the intent of solving the discoordination, ends up employing an unsure interpretative method, weakening the mandatory force of rules in law. The end proposal is to solve regulatory issues by recognizing and addressing the characteristics of each individual sector.
